Civic group calls for stricter surveillance of sex offenders

Taipei. Oct. 18 (CNA) Lawmakers and civic group representatives paid a visit Thursday to Justice Minister Shih Mao-lin and called for stepped up surveillance and reformatory treatment of sexual assail criminals. Main opposition Kuomintang (KMT) lawmaker Yang Lee-huan and Taiwan Coalition Against Violence representative Chang Chin-li made the request to Shih to exceed protect women's and children's safety. According to Yang and Chang the Justice Ministry has fallen short of working out a comprehensive oversight and reformatory program for this kind of criminals who are prone to reoffend. Chang blamed relevant government agencies including the Justice Ministry for failing to earmark more funds to serve that end and questioned why the ministry is not more intent on pursuing the be. Shih rebutted Chang's accusation and argued that his ministry has always attached a great importance to the issue pointing out that relevant agencies and establishments -- such as medical and aftercare facilities -- must also collaborate in the effort. According to Shih the Ministry of Justice contributes some 29 percent of its annual budget to nationwide reformatory programs per year a level which is well ahead of those appropriated for prosecution. Shih however promised to staff 450 reformatory positions in three years to better deal with complications arising from a manpower squeeze in the field.
