You may or may not be relieved to hear that the revellers were also technically at least in the do by:

There is a whole category of law these days called “offence-dependent law”. This means what you are doing is illegal if it offends someone but perfectly OK as long as nobody either notices or minds what you are doing enough to tell the police.
Apparently the UK smoking ban does not come under this new category. In Texas things are the other way round. There are bars in Austin which disregard the smoking ban. Similar laws but totally different cultural ideas about what is good and bad for people hence totally different implementation which creates very different cultural experiences.
Then again there are different laws resulting in different cultural experiences too.
I don’t know why I just smiled and said hello to that stranger in the next-door garden but I experience you always have to smile and say hello to absolutely anyone walking past you over here so I did.
